PMJAY vs Ayushman Bharat — Are They the Same?
Many people use “PMJAY” and “Ayushman Bharat” interchangeably, but they are not exactly the same. Ayushman Bharat is the umbrella programme, and PM-JAY is one component under it. Understanding this distinction helps you access the right benefits.
Ayushman Bharat — The Umbrella Programme
Ayushman Bharat is the Government of India’s flagship healthcare programme launched in 2018. It has two pillars:
Pillar 1 — Health and Wellness Centres (HWCs): Upgrading 1.5 lakh sub-centres and PHCs into Health and Wellness Centres providing free primary healthcare including diagnostics, medicines, and preventive care at the village level. This is the OPD/preventive care component.
Pillar 2 — Pradhan Mantri Jan Arogya Yojana (PM-JAY): The health insurance component providing ₹5 lakh per family per year for hospitalisation at PMJAY empanelled hospitals across India. This is what most people refer to when they say “Ayushman Bharat card.”
What About ABHA?
ABHA (Ayushman Bharat Health Account) is the digital health ID system — a 14-digit unique health identifier for every Indian citizen. ABHA is NOT the same as PM-JAY eligibility. Every Indian can create an ABHA ID, but only SECC-eligible families get PM-JAY insurance coverage. Think of ABHA as your digital health identity, and PM-JAY as the insurance that pays for your treatment.
State Scheme Integrations
Many states have merged their own health schemes with PM-JAY, creating state-specific versions:
- Gujarat: MA Vatsalya Yojana integrated with PM-JAY
- Maharashtra: Mahatma Jyotirao Phule Jan Arogya Yojana (MJPJAY) + PM-JAY
- Rajasthan: Chiranjeevi Yojana + PM-JAY
- Punjab: Sarbat Sehat Bima Yojana (universal coverage)
- J&K: SEHAT scheme (universal coverage)
- West Bengal: Swasthya Sathi (universal coverage)
- Kerala: KASP integrated with PM-JAY
- Odisha: BSKY (₹10 lakh for women)
Regardless of the state scheme name, the hospital network and treatment process remain the same. Search for hospitals at PMJAYHospitals.com — all empanelled hospitals accept PM-JAY and its state variants.
Bottom Line
When people say “I have an Ayushman Bharat card” — they mean PM-JAY. When they say “I have an ABHA card” — that is just a digital health ID, not insurance. For free surgery under Ayushman Bharat, you need PM-JAY eligibility confirmed through the SECC database or your state’s expanded criteria.
