Are Government Employees Eligible for PMJAY — Rules Explained

Government Employees and PMJAY — Are You Eligible?

One of the most frequently asked questions about PM-JAY — can government employees use Ayushman Bharat? The short answer is generally no, but there are important exceptions.

The General Rule

The SECC 2011 database explicitly excludes families where any household member is a government employee. This is because government employees already have healthcare coverage through CGHS (Central Government Health Scheme), state government health schemes, or ESI. Since PM-JAY is designed for families without any health coverage, government employees are excluded.

Exceptions

Contractual and temporary workers: Many government departments hire contractual workers, daily wage labourers, and outsourced staff who are NOT regular government employees. These workers are often not covered under CGHS or state health schemes and may be in the SECC database. They can be eligible for PM-JAY.

State-expanded schemes: Some states like Punjab (Sarbat Sehat Bima Yojana), Jammu & Kashmir (SEHAT), and West Bengal (Swasthya Sathi) have universal coverage — covering ALL residents including government employees under their state-integrated PM-JAY schemes.

Retired employees with low pension: In rare cases, retired government employees with very low pension amounts may still appear in the SECC database. They should check eligibility by calling 14555.

What About PSU Employees?

Public Sector Undertaking (PSU) employees typically have their own medical benefits and are excluded from PM-JAY. However, PSU employees who have separated, retired, or been laid off without continuing medical benefits may be eligible if their family is in the SECC database.

Check Your Eligibility

The only definitive way to check is through the official channels — call 14555, visit pmjay.gov.in, or check at any PMJAY empanelled hospital. If the system shows you as eligible, you are eligible — regardless of your employment status.
